The route
Every stage has an owner. The responsible shelter or rescue retains authority over animal facts, eligibility, placement, and outcomes.
- Verified need: an authorized organization confirms the facts, timing, and boundaries.
- Clear action: a person sees one specific, time-bounded way to help.
- Qualification: the organization reviews eligibility and retains the decision.
- Supported commitment: handoff, contacts, timing, and return plan are confirmed.
- Completion and verification: the action is completed and confirmed by an authorized source.
- Closure and repeat participation: a factual outcome is shared, including when it is unconfirmed or difficult.
What it is not
