The proposed service area is Frisco, Little Elm, Plano, and Prosper with one anchor shelter system, one supporting rescue, and a limited cohort before wider distribution.

The sequence would move from partner agreements and baseline validation to internal testing, an invited cohort, controlled community participation, and then evaluation. Every stage can result in go, revise, pause, or stop.
