Direct answer

What would the North Texas pilot test?

The proposed first pilot tests whether a tightly managed community-action model can operate safely, convert attention into verified action, create temporary capacity, and reduce selected coordination burdens. It is not a promise to solve regional overcrowding.

Geography and cohort

The proposed service area is Frisco, Little Elm, Plano, and Prosper with one anchor shelter system, one supporting rescue, and a limited cohort before wider distribution.

Decision gates

The sequence would move from partner agreements and baseline validation to internal testing, an invited cohort, controlled community participation, and then evaluation. Every stage can result in go, revise, pause, or stop.

  • Partner authority, safety controls, and baseline must be established first.
  • No geography or program expands before operational stability and measurable value.
  • Staff burden, incidents, data quality, and partner willingness matter alongside completed actions.
