Staff control and minimum data
A partner would approve what is current, public, and actionable. The model aims to keep case information narrow: identity, status, timing, restrictions, support, approved media, and a path to verified closure.
A test of burden, not an assumption
The pilot would measure staff workload alongside participation and outcomes. If a workflow creates more work than it removes, it should be narrowed, redesigned, or stopped.
